Scope and Contents
There are 3 sets of stickers in this accession, with the following design: - In black and white, with words indicating “教育 ≠ 商品” (Education ≠ Commodity) and “我們不要分科收費” (We object to differential fee); - Of two road signs, with the upper one indicating “大專院校 Tertiary Institution” and the lower one indicating “窮人免進 The poor is prohibited”; and - Of a road sign, the word “分科收費” (differential fees) is crossed out

Biographical / Historical
Theses stickers are suspected to be related to a student protest called by HKFS in 2000. In 2000, the Education and Manpower Bureau (now the Education Bureau) received a consultation report from the University Grants Committee (UGC) and put forward a proposal of changing the tuition fee policy. Instead of maintaining a uniform tuition fee for tertiary education, the government proposed to introduce a differential fee system by broad programme categories to the University Grants Committee (UGC)-funded sector. To show the discontentment towards the change, HKFS called for a protest against the government’s proposal. Around 70 university students joined and protested in Central on 20 April 2000. The proposal was finally halted and fixed charges remains as the tuition fee system for UGC-funded institutions.
